Pendleton was formed in 1788 from Hardy and Rockingham counties, Hardy having formed from Hampshire county in 1786 and Rockingham in 1778 from Augusta county. Augusta county was the parent county for 21 counties of Virginia, most of the counties of West Virginia and all of Kentucky including Pendleton.
